Councilors press staff for better homeless-count data and family shelter options

Iowa City — Councilors raised concerns on Dec. 10 about gaps in local homelessness data and the availability of family-appropriate emergency shelter, asking staff to pursue monthly counts and options for winter sheltering of families.
"I do not have a source for the homeless count yet, a monthly homeless count," City staff (Speaker 4) said, adding they had contacted the shelter and that shelter staff were also unaware of a regular monthly count.
One councilor (Speaker 2) described finding a family sleeping on the street because the city's emergency shelter is not designed to accommodate families and said that short-term emergency shelter arrangements are needed for families during winter months. That councilor urged the city to identify data sources and measure both sheltered and unsheltered populations more frequently than the annual Point-in-Time count.
Staff noted the federally mandated Point-in-Time count will occur in January and can be used for year-to-year comparisons, but acknowledged that a single annual snapshot does not provide month-to-month visibility. Staff said they would keep looking for a monthly data source and would follow up with outreach teams and shelter partners on collection methods.
No formal direction or policy change was adopted during the work session; councilors requested continued staff follow-up and more information to inform winter sheltering decisions.
