Moore council accepts FY2024 audit, auditor reports unmodified opinion

The Moore City Council on Dec. 16 accepted the city’s fiscal year 2024 financial audit after a presentation from independent auditor Bob Dylan. Dylan told the council the audit produced “an unmodified opinion,” meaning the financial statements had no material misstatements, and that the city had no reportable findings on internal controls or governmental compliance.

Dylan summarized key metrics, saying the city’s millage rate stood at 14.5 mills and the property-tax collection ratio was roughly 100%. He also highlighted a revenue mix that produced a debt-service-coverage ratio substantially above the required minimum: “Your actual ratio is 5.6,” he said, attributing that strength largely to designated sales taxes used for debt service.

Councilmembers asked no substantive follow-up questions. A councilmember moved to accept the audit and another seconded; the motion passed by roll-call vote with all recorded members voting yes.

The acceptance of the audit finalizes the FY2024 financial review and makes the audit report, including management discussion and analysis and supplemental schedules, part of the city’s official record. The auditor emphasized the report’s supplemental 10-year statistical section, which was described as highlighting long-term growth in the city’s population, tax base and revenues.
