At the start of the meeting the Oskaloosa City Council recognized several employees for longevity and presented the 2024 Police Officer of the Year award.
Mayor and city staff read service anniversaries and thanked absent employees including Nancy Hall (15 years), Stacy Spolstra (10 years), Adam Harrelson (15 years) and Daniel Hoye (15 years). Several employees who could not attend were acknowledged in absentia.

Staff summarized her background: she was born and raised in Ottumwa, served in the U.S. Navy aboard the USS Abraham Lincoln as a weapons elevator mechanic with multiple deployments, recently completed a Bachelor of Science at William Penn University and works there as an adjunct instructor. The presentation noted her community ties and dedication to service in Oskaloosa.
Councillors offered brief commendations and the meeting moved to the regular agenda.
