Council approves $100,926.38 pay application for Johnson Street; authorizes change order on Highway 136 contract

Cascade City Council approved two infrastructure motions on Dec. 9, 2024: a pay application for the Johnson Street reconstruction and a change order for the Highway 136 South contract.
Speaker 6 introduced Resolution 120-24, approving Pay Application No. 7 in the amount of $100,926.38 for the Iowa 136 (Johnson Street) reconstruction project. City staff (Speaker 3) told the council that cement grinding has not yet been completed and that the final retainage and project closeout will likely wait until spring, pending a Department of Transportation audit of quantities. “The cement grinding has not been done. They need, like, a week's worth of decent weather,” Speaker 3 said.
Later the council considered Resolution 121-24, Change Order No. 5 to the Midwest Concrete Inc. contract for Highway 136 South. Speaker 3 said the change order covered additional center-lane signage, additional erosion control because of steep slopes, and extra topsoil. Speaker 3 stated that most of the change-order cost is covered by the state and gave a figure for the city’s portion; the transcript contains inconsistent numeric references for the change order and city share.
Both resolutions were moved, seconded and approved by roll call. City staff said the Johnson Street project will remain open until remaining grinding and DOT audit items are completed in spring.
