Speaker 3 explained the county reduced the county-clerk estimate to $1.1 million from $1.3 million to better reflect recent historical collections, while raising estimates for individual JPs whose five‑year trends supported increases. Commissioners asked whether one-off large cases could skew averages; staff noted they used multi‑year trend analysis to smooth out outliers and would provide additional documentation on request.
The adjustments were presented as part of the estimated-actual revenue calculation and no formal action was taken; staff said the estimates would be used in building the proposed 2013–14 budget and could be revisited if collections deviate from trends.
