Resident says Holbrook Farms Park shows poor landscaping; staff says native-grass areas need time to establish

During the citizen input portion of the July 23 meeting, resident Chris Brown said he had repeatedly raised concerns about the Holbrook Farms Park final landscaping and the contractor’s performance, stating his belief that "that seed is not native grass. That seed is weeds from the side of I 15." He asked the council to review prior submittals, consider a quality-assurance plan for landscaping and confirm whether the city or developer is responsible for ongoing maintenance.
City staff member Steve replied that the city has not yet accepted final ownership of the park, that the native-grass areas do require re-vegetation, and that it may take approximately three years for the plantings to mature and to address broadleaf weeds and thistle. Staff said the species used were consistent with other local projects (citing Daybreak as an example) and that maintenance actions such as spraying had been performed in similar locations.
Other residents raised safety concerns about a large climbing play structure, describing it as near-vertical and urging age-limit signage or a closer design review. Staff acknowledged the need for signage and said smaller play elements are located on the sides of the large structure.
The council closed public comment on the park issues after staff responses and moved on to the consent agenda and subsequent items.
