Board issues certificates of compliance for Sam's Town, Bally's and BoomTown after AVS inspections

American Vessel Services reported that deficiencies found at Sam's Town, Bally's and BoomTown were corrected; the board accepted the AVS reports and issued annual certificates of compliance for each vessel through Dec. 31, 2025.
The Louisiana Gaming Control Board on Dec. 19 accepted alternate vessel-inspection reports from American Vessel Services (AVS) and issued annual certificates of compliance for three riverboat casino vessels: Sam's Town (Shreve Star), Bally Shreveport (Hollywood Dreams) and BoomTown Bossier City (Mary's Prize).
AVS inspector Pete Bullard reported that follow-up surveys documented correction of noted deficiencies at each property. For Sam's Town the annual inspection began Sept. 25, 2024; two deficiencies were identified and a supplemental survey dated Nov. 8 verified those deficiencies have been satisfied and closed. AVS recommended issuance of Sam's Town's certificate of compliance, which the board approved (certificate expires Dec. 31, 2025).
For Bally Shreveport AVS inspected on Nov. 6, 2024, noted one deficiency, and a supplemental survey dated Dec. 6 confirmed the issue was corrected; the board approved Bally's annual certificate. For BoomTown Bossier City AVS inspected on Sept. 11, 2024, documented two deficiencies and supplemental surveys in early December indicated the deficiencies were satisfied and closed; the board approved the certificate for that vessel as well.
"The 2024 annual survey, as required by the Louisiana Gaming Control Board, is now complete and [the vessel] is considered fit to continue its intended service," Bullard told the board regarding each vessel.
Motions to issue the certificates were made and seconded by board members (Sam's Town: moved by Ms. Hamilton Acker, seconded by Mr. Jackson; Bally's: moved by Ms. Becknell, seconded by Mr. Jackson; BoomTown: moved by Ms. Becknell and seconded by Mr. Langley). In each case the board recorded no opposition and the motions carried.
The certificates issued expire Dec. 31, 2025. The board did not record further conditions beyond acceptance of AVS supplemental surveys and the recommendation to issue certificates.
