Canton committee certifies MSBA agreement, approves feasibility invoices and minutes as Galvin Middle School project advances

Derek Follin, superintendent of Canton Public Schools and chair of the School Building Committee, opened the Dec. 18 meeting by announcing that 74% of Canton voters had approved the new William H. Galvin Middle School project and thanked town officials and project partners.
The committee approved the Oct. 23 meeting minutes by voice vote after a motion from Bob McCarthy and a second from Mary Graziano. The project team then presented two invoices closing the feasibility-study contracts — a Leftfield invoice for $17,300 and an AI3 invoice for extra services — totaling $88,005. Linda Laporta, the district's owner's project manager, said the feasibility study is 99% expended and that $10,994 remained uncommitted within the feasibility budget. The committee voted to pay the invoices.
In a formal, recorded action read into the minutes, the committee voted to delegate authority to the chair to execute the MSBA project scope and budget agreement and related documents on behalf of the town. The motion — made by Randy Scollins and seconded by Mary Graziano — passed unanimously. Laporta explained that the project funding agreement is the definitive document that sets the scope, schedule, maximum MSBA reimbursement and exhibits the district must follow throughout design and construction.
Project staff told the committee that the next steps include preparation of contract amendments to carry design-development and construction-phase fees forward (the current contracts cover only the feasibility study). They outlined the MSBA milestone submissions the district will file (Design Development, 60%/90%/100% construction documents and final bid documents) and said these deliverables will include third-party estimating and consultant reviews for code, energy and commissioning compliance.
The committee requested continued vigilance on budget alignment as invoices and contract amendments come forward. Laporta said the team will circulate all documentation in plenty of time for review and that a superintendent’s office copy of the submission materials will be available for inspection because some documents are not posted publicly for security and safety reasons.
The committee concluded by confirming follow-up meetings (a school committee update on Jan. 9 and a tentative SBC meeting on Jan. 15) and said the Galvin MS project website will continue to serve as the public repository for updates.
