Cook told trustees the design intent is both functional and aesthetic: “I don't think that's very aesthetic...this kind of meandering, naturalistic style of a creek.”
Cook told the board two quotes were submitted after a pre-bid meeting on November 12, 2024. He said 2023 design and cost estimates by Craig and Coin Design were budgeted at $65,000 but that rising labor and materials pushed bids above that figure. “We've been trying to do this since I got here 18 years ago…this has been my white whale,” Cook said, describing repeated attempts to fund and complete the work.
Staff recommended the award to Fleetwood Services LLC, which previously performed work on the course. Trustees recorded affirmative voice votes for the award. Cook said the project will focus initially on the northern portion of the hole to establish flow momentum, then use existing grades farther south to move water toward the railroad corridor and off the property.
