Gallatin planning commission approves multiple site plans and accessory structures; amends Twin Eagles road condition

The City of Gallatin Planning Commission on Nov. 18 approved multiple development requests and site plans, voting to adopt staff-recommended conditions for several projects and to amend one condition on the Twin Eagles final master development plan.
Staff planner Jim Carpenter told commissioners that staff recommended denial of resolution 2024-157, a request for a 3,000-square-foot detached accessory structure at 1445 South Water Avenue in the Mixed Use General (MUG) zone. "Staff still has to recommend denial of resolution number 2024-157," Carpenter said. The applicant representative, Constance Inman, said the owner had revised architectural details after the work session; commissioners discussed the elevations and voted to approve the request with a single stated condition.
On resolution 2024-155, a 280-square-foot detached accessory barn at 225 Saint Blaise Court in agricultural-residential zoning, staff again recommended denial under the zoning ordinance but the commission approved the site plan with the conditions offered by staff. Applicant Taylor Nolan confirmed the structure will have a shingle roof.
The commission approved the Athena Wood Spring Suites site plan (resolution 2024-156) for a 3.69-acre parcel at 1447 Duet Poplar Drive after the applicant’s representative, Scott McFarlane of Arnold Construction, said the applicant "reviewed the conditions of approval and we don't have any issues." The commission noted the city council had previously rezoned the property to Commercial General.
Brad Hickman, planning staff, presented a revised final master development plan for the Walnut Crest Townhomes amenity center and recommended approval with eight conditions; commissioners approved the FMDP with those conditions. Charlie Pierry presented the Union Park duplex final master development plan (resolution 2024-182), noting the applicant reduced building size and resolved most setback issues; owner Jeff Nesbitt said the applicant agreed with staff comments and the commission approved the plan with 15 conditions.
On Twin Eagles Phase 15B Section 2 (resolution 2024-180), which proposes 24 single-family homes, commissioners approved staff's 16 conditions but amended condition 10 to clarify road construction requirements. A commissioner moved to add the words "and curb" to the language about constructing Dotty Drive to binder; the amendment carried and the FMDP passed.
The commission also approved the consent agenda (seven items) after a commissioner recused themself from items 6 and 7 for personal interest. The meeting closed after staff reviewed the 2025 Planning Commission schedule.
What happens next: approved plans will proceed to the applicant and city departments for implementation as required by the adopted conditions; no specific permit timelines were announced at the meeting.
