The House voted by voice to not concur in the Senate—s proposal of amendment to H.868, the fiscal year 2025 transportation program bill, and directed the appointment of a committee of conference. The transportation committee had reported several areas of disagreement with Senate changes, specifically around the introduction of fees for electric vehicles, how to fund electric vehicle charging infrastructure and support for e-bikes, and the elimination of a funding study for transportation.
A member from Guilford moved the House—s position that it should not concur in the Senate amendment and asked that a conference committee be appointed; the motion passed on a voice vote. The presiding officer then announced the House conferees as the member from Guilford (Representative Coffey), the member from Pittsford (Representative Shaw), and the member from Bennington (Representative Corcoran).
The House also approved a motion to suspend the rules to message the action on H.868 to the Senate forthwith. The body recessed for caucuses and lunch and planned to return at 1 p.m., leaving the transportation bill to be handled through the conference process between the chambers.
