Operations committee reviews revised special-event permit packet, votes to table for further review

City emergency-management and police staff presented a substantially rewritten special-event permitting packet on June 13, describing it as a citywide process to formalize site-plan, traffic-plan and department review responsibilities for events that materially affect traffic, parking or public safety. "This all is so specific and has each in vital parts... this is gonna explain not only what you need to do for a special event permit, but some of the kind of rule of regulation site plan," Major Locke said.

Staff emphasized the packet is not intended to require permits for small private family gatherings; rather it targets events that affect the city more broadly. The draft includes guidance on parade length, float counts and designated alcohol areas so staff and event hosts can plan for safety and logistics. Committee members and staff agreed the draft should be circulated to relevant department heads (fire marshal, ambulance district, parks, billing, economic development) and to event hosts for detailed review.

After discussion and departmental feedback requests, Alderman Stewart moved and the committee seconded a motion to table the special-event permit/process item to the next operations meeting so staff can compile comments and return with a refined packet. The motion carried by voice vote. Committee members asked that the packet remain available for department-by-department review and that staff return with consolidated recommended changes.
