Residents ask Pacific Board to release $6,000 for feral-cat response

Gina Bridal, who said she lives at 1316 Peachtree Lane, told the Board of Aldermen on June 26 that Pacific TNR urgently needs a $6,000 payout that the board previously approved to address a surge in feral cats and kittens.
"So I'm here because you guys did make a motion for us to get $6,000 for Pacific TNR for the feral cat and kitten situation to try to get us through kitten season," Bridal said, explaining the group has been operating on personal funds and is awaiting an IRS name-change determination for its nonprofit status. She said the organization has a Venmo account but realizes the city is not set up for Venmo transfers and offered to submit paperwork and an invoice to the city clerk.
City staff said an invoice dated in June would generally be sufficient for the city to issue the check if the amount is within the budgeted line. Miss Barfield asked Bridal to email a total invoice and the supporting state and IRS paperwork; Bridal said she would scan and email the documents and provide a June‑dated invoice as requested.
Joyce Weber, another resident at 312 North Olive Street, told the board she has been paying for stray-cat care out of pocket and urged the board to proceed with the payment. At the same meeting Weber also raised an unrelated request that the city stop planting Bradford pear trees on streets because they are invasive.
What happens next: Staff asked Bridal to submit a dated invoice and the documentation she has (state incorporation/rescission and the IRS correspondence) by email to Miss Barfield at the city address provided during the meeting; the board indicated it would consult the city attorney and process payment if the invoice and documentation satisfy the city’s requirements.
