Board approves bulky-trash contract, liquor permit and debt payment; asks attorney to draft muffler ordinance

At its Aug. 6 meeting the Pacific Board of Aldermen approved several operational items and directed staff on enforcement language for vehicle noise.
Public works presented a quote from Richard Gullett and Sons for bulky trash pickup the weeks of Oct. 14 and Oct. 21, limited to six items per household; quotes show roughly $115 per hour per truck. The city had budgeted $12,500 for the service; last year's full cost (including truck rental and dump fees) was about $17,000, so accepting the quote may require a budget amendment. Alderman Cleave moved and the board approved the quote.
The board approved a temporary liquor-by-drink permit for the St. Brigid (Saint Bridal of Kildare) fall festival scheduled for Nov. 3, 2024; the police/major confirmed review and clearance occurred. The board also approved payment to BOK Financial for 2021 certificates of participation principal and interest in the amount of $210,589.25; aldermen confirmed this is the routine payment.
On enforcement the city attorney reported back on potential ordinance language narrowing enforcement language for excessive vehicle noise and proposed more specific muffler rules to make enforcement practical. The board instructed Attorney Jones to draft ordinance language on mufflers and cutouts to return for review.
These votes were procedural approvals; where contracts or budget variances may be needed, staff said they will follow up and, if necessary, return with amendments.
