Board approves conditional use permit for 304 West Osage; Bill 5245 becomes Ordinance 3421

The Pacific Board of Aldermen voted unanimously on Aug. 6 to approve a conditional use permit for property at 304 West Osage, converting Bill 5245 into Ordinance 3421.
Mayor Philly read the ordinance language for a first/second reading and the board moved to untable the bill for consideration. Board members asked the applicant about site layout, hours and parking impact; the applicant said they would be on site during normal business hours, intended to run weekday and Saturday operations and expected to keep fewer than 20 cars on site at a time ("I'm gonna be here. I'm gonna have my hours, and I'm gonna be here").
Planning, parking and compatibility with nearby public events were discussed; an alderman noted there are ceremonies across the street three times a year and the applicant said he would accommodate drop-off/handicapped parking on his lot.
After discussion the mayor called a roll-call vote: Alderman Kelly, Cleave, Stewart, Meadows and Loesch voted yes. The mayor announced: "With a vote of 5 to 0, the ayes have it," and the ordinance was declared adopted as Ordinance 3421.
No formal appeal or amendment was recorded during the meeting. The ordinance will take effect per its terms and any subsequent permit conditions will be enforced by city staff.
