The City of Pacific’s Board of Aldermen completed several formal actions on Sept. 17, 2024. The most consequential votes were the adoption of three ordinances and approval of a waste-collection contract subject to final negotiations:
Ordinances and votes - Bill 5249 (second reading) — Vacation of half of 4th Street adjacent to the Zitzman addition. After on-site review and discussion of DNR involvement and maintenance implications, the council approved the vacation by roll call (recorded 4–1 with Alderman Kelly voting No). Bill 5249 became Ordinance 3424.
- Bill 5250 (second reading) — Amendment to the sexton’s duties for city cemeteries. The council asked whether wording required the sexton to do mowing or only oversee maintenance; Attorney Jones said the language reflects oversight rather than obligating the sexton to perform mowing. The ordinance passed unanimously (5–0) and became Ordinance 3425.
- Bill 5251 (second reading) — Preliminary development plan for the Highlands PUD (Oak Ridge Summit Road). After multiple amendments (see separate coverage), the board approved the PUD; Bill 5251 became Ordinance 3426.
Resolutions and contracts - Resolution 2024-26 — Authorizing the mayor to execute a waste-collection contract with Meridian Waste Missouri LLC. The board approved the resolution while making final approval contingent on attorney-reviewed edits to exhibit lists and contract language. Council members discussed prior performance reports and comparable experiences from neighboring cities; staff noted Meridian’s lower proposed price.
Permits and miscellaneous - Special-event permit approved for Disc Dogs (Oct. 4–6) with a condition that tents, RVs and nonessential equipment be kept on the gravel parking area to avoid conflicts with youth soccer events. - Special temporary liquor license granted to Pure Chill for the Iron Horse Rodeo. - Special-event permit approved for the Merrimack Valley Homecoming Parade.
Procedural and other outcomes - First reading of Bill 5252 (amending subdivision regulations for infill development) was introduced and tabled for later consideration. - The council voted to require certified-mail notification to adjacent property owners for street-vacation petitions (applicant to pay mailing cost); staff and attorney will draft the code amendment. - The board authorized the use of a professional recruiting firm to assist the city administrator search pending board approval of the firm’s final cost proposal.
