Pacific amends street-vacation notice rules, requires certified mailing to neighbors

The Pacific Board of Aldermen on Oct. 15 approved an amendment to city rules governing the vacation of streets, alleys and ways, adopting new notification steps intended to ensure nearby property owners receive timely notice.
The amended measure requires that the city clerk ensure the notice is published once in the city's official newspaper and posted at City Hall. In addition, the ordinance directs the clerk to mail certified notice to all landowners on both sides of the way to be vacated, at the applicant's expense, with mailings postmarked at least 15 calendar days before the public hearing.
Attorney Jones read the ordinance language and explained the process the board may use to dispense with petitions in limited cases. The changes were proposed to resolve ambiguity in cross-references to city code and to align practice with planning-and-zoning notification practices.
Alderman Lesh recognized local resident Kip Hill, who suggested the mailing/posting change and was thanked by the board during the meeting.
The motion to amend Bill 5253 passed by voice vote; the subsequent roll-call approval of the amended bill passed 6–0 and it will be codified as Ordinance No. 3428. City staff will revise posted templates and update administrative procedures to reflect the certified-mail requirement.
