The officer in the meeting said police ‘‘respond to all public threats, and a dog at large growling at people is a public threat’’ and that officers make CAD notes and notify animal control when appropriate. The officer added he keeps informal notes on some calls but does not create a formal case file for every phone report that does not meet a threshold for enforcement.
Aldermen and staff discussed documentation practices and the limits of enforcement when animals are not present at the time of response. Committee members asked whether video evidence from doorbell or security cameras could be used to support an enforcement action and whether the department could improve case documentation for repeat complaints. The police representative said doorbell footage can be useful but acknowledged evidentiary limits and logistical constraints when the animal is not present.
