The Pacific Administrative Committee reviewed a proposal from Strategic Government Resources (SGR) to provide full recruiting services for the vacant city administrator position and moved to recommend the vendor to the Board of Aldermen.
Scope and cost: The chair described SGR’s proposal as an all-in recruitment package that includes stakeholder interviews, on-site work, development of marketing materials, candidate sourcing and assessment, and background checks on final candidates. The fixed fee listed in the proposal is $28,900. "They will actually do stakeholder interviews and listening sessions, they come on-site, they work with us to get a brochure," the chair said while describing the firm’s scope.
Vote: The committee motion to recommend SGR to the full board was seconded and went to a voice vote. Multiple members answered 'aye' and one member said 'no'; the chair summarized the result in the meeting as "2 ayes, 1 opposed" and said he would take the recommendation to the Board of Aldermen for consideration and legal review of contract terms.
Context: The chair noted a typical recruiter fee in the private sector is 20–25 percent of first-year salary, and SGR’s fixed-fee proposal was presented as comparable given the higher level of service. The chair said the firm would present semifinalists (up to 15) and handle background checks on finalists.
Next steps: The committee will forward the proposal to the Board of Aldermen for discussion; staff was directed to ensure board members receive the proposal and to have the city attorney (Mr. Jones) review any contract terms before execution.
Ending: The recommendation will appear for discussion under the administration heading at the board meeting so the full board can decide whether to authorize a contract award.
