Committee members noted the grant award for the project is $481,000 and referenced a prior estimate of roughly $430,000 from an earlier year; speakers cautioned that the draft agreement allows additional expenses to be billed to the foundation and asked how and when the foundation might be required to cover overruns.
Members also flagged inconsistent contract language about the project term and completion date. One section lists a hard completion date of Oct. 31, 2026, while another references completion “slated for October 2026.” Committee members requested clearer definitions of what constitutes “completion” and said the city should have approval authority over any footprint expansions or design changes that affect park boundaries.
City staff and committee members discussed engineering needs — including drainage at the site — and estimated that once an engineering firm is hired, designs could take three to four months to return. Members asked that the city attorney (referred to in the meeting as Attorney Jones) review the draft contract and that staff circulate a revised draft before the next meeting.
The committee agreed to table the cost‑share agreement and the RFQ selection until the revised agreement and additional vendor outreach are complete; the group tentatively set a follow‑up meeting for 3 p.m. on Jan. 6, 2025 to review changes.
