County staff presented a new grant management policy that staff said was drafted to meet an added ARPA requirement.
Speaker 4 explained that Diane developed the policy from statute and that the policy was posted the day before the meeting. Speaker 4 asked the committee to adopt it so staff could finish up paperwork tied to a $1,400,000 ARPA award. Speaker 5 moved to approve the grant management policy.
Speaker 3 reported that a state monitoring official (named Autumn in the transcript) notified the county that it was awarded $1,400,000 in ARPA funding. Staff explained that while the CIP had been amended previously, a formal appropriation for the $1,400,000 had not been recorded; therefore, the committee was asked to accept the grant and approve a supplemental appropriation.
Chair requested a motion; a motion and second were made and members agreed to adjust revenue and expense lines. Staff noted that accepting the award and the supplemental appropriation would have no tax impact. Speaker 5 asked whether the ARPA funds would be used for roof issues; Speakers 3 and 4 confirmed the funds were for roof repairs and that the county was "shovel ready" and would establish an ARPA contract.
Next steps: staff will sign grant documents, complete the supplemental appropriation paperwork, and proceed to contract for the roof work.
