Committee releases bill requiring mandatory prevailing-wage orientation for new project hires

The Assembly Regulated Professions Committee released Assembly bill A4745 (paired with Senate bill S2962), which would require contractors and subcontractors covered by the New Jersey Prevailing Wage Act to conduct a mandatory orientation meeting for each employee on or up to three days before the employee's first day on a project to explain wages and the employee's classification under the law.
The orientation may be provided to a group of employees who start on the same day, and each employee would be required to sign a form acknowledging receipt; contractors must retain each completed form for at least six years. Witness slips included labor representatives in favor and some trade groups opposed. One committee member described the bill as adding unnecessary regulation and said he would vote no; the majority voted to release the bills to the Assembly.
The bill was released from the committee and will proceed to the full Legislature.
