Assembly committee releases bill to create veterans oversight board; critics cite cost, scope and unclear authority

The Assembly Committee on Military and Veterans' Affairs released A3459, which would create a statewide oversight board in the Department of Military and Veterans Affairs to oversee veteran service officers, boards, councils and programs. The proposed board would be composed of the heads of veteran organizations that hold 501(c)(3) or 501(c)(19) status; members would receive a $1,000 per diem for each monthly meeting attended, and the board would be required to post strategic reports on the department website.

Robert Nolte, speaking for the Vietnam Veterans of America, New Jersey State Council, objected to the per‑meeting $1,000 allowance and warned the board could include dozens of groups, making it expensive and administratively cumbersome. "Are you really gonna pay everybody a $1,000 to come to a meeting?" Nolte asked, saying the structure could invite participation driven by compensation rather than expertise.

Other witnesses raised operational concerns about oversight of county veteran service officers, noting many county service officers are county employees paid and supervised locally; they cautioned the bill does not resolve how board oversight would interact with county administration and suggested the membership definition and qualifications for "heads" of organizations be clarified to avoid gaming or unintended turnover issues.

Chairwoman Tucker said the committee would move the bill out of committee but asked the sponsor, Assemblywoman Murphy, to revisit provisions and propose amendments to address membership definitions, per diem administration, and oversight authority. The committee recorded a roll call and released A3459 for further work.
