The bill defines the term "source of lawful income" and states the prohibition applies to income used for rental or mortgage payments.
The measure also raises the threshold in certain retirement‑related employment provisions to $44,000 (up from $27,000) and removes a provision that allowed an employer to restrict employment to U.S. citizens when required by federal law or necessary for national security. Committee staff noted technical and gender‑neutral language adjustments in the bill text.
Steve Finkel, representing the Attorney General’s Division on Civil Rights, filed in favor and required no testimony. The committee voted to release the bill; several members recorded "No" votes but the motion carried and A4841 advanced for further legislative consideration.
