Assemblywoman Quijano questioned why the reporting focus is limited to transportation network company drivers and delivery network drivers who are independent contractors and asked whether the provision should instead apply to all independent contractors. "Why are we only trying to get this information for transportation network company drivers and delivery network drivers who are independent contractors? Shouldn't we be going for all independent contractors?" she asked, and said she would follow up with the sponsor.
On the motion to release, the committee approved the bill; the record shows at least one no vote (Assemblyman Bergen) while the majority supported release. The committee did not adopt a broad expansion to all independent contractors during this session; members flagged the scope question for follow‑up with the sponsor.
