Witnesses who worked on the amendments thanked the sponsor and committee for language that preserves experiential learning opportunities while addressing concerns about direct marketing to enrolled students. Jennifer Maloney (NJASCU) and Amy Slon (Stockton University) described collaborative drafting with the sponsor and stakeholders as essential to strike that balance.
A committee member asked whether the prohibition applied regionally; staff clarified the prohibition applies to all public institutions and that the amendments allow appropriately structured partnerships in limited circumstances. The committee then voted by roll-call to amend and release the bill.
