Committee on Executive Administration and Labor unanimously approves Council Period 25 activity report

At‑Large Councilmember Anita Bonds, chairperson of the Committee on Executive Administration and Labor, moved to approve the committee’s Council Period 25 activity report at a special meeting on Dec. 19, 2024. The committee voted unanimously to adopt the report.

The report summarizes two years of the committee’s work overseeing labor and workforce development, seniors and aging, executive administration, ethics and compliance, government operations and elections. "The committee has oversight over a large number of government agencies, including the Department of Employment Services, the Department on Aging and Community Living, the Board of Elections, the Workforce Investment Council, the Public Employee Relations Board, the inspector general, the city administrator, and the executive office of the mayor amongst others," Bonds said.

The activity report, Bonds said, documents more than 60 public events held during the council period, including hearings on referred legislation, performance and budget oversight hearings, roundtables on election readiness and labor relations, and departmental program reviews. Bonds also noted a staff seminar on mental health and wellness for D.C. employees and a working group that reviewed harassment policies; she said that work led to legislation incorporating parts of mayoral harassment policies and referencing federal Equal Employment Opportunity Commission guidelines and D.C. court regulations, though the chair added that a significant bill she introduced did not pass during the period.

Councilmember Matt Fruman, who identified himself during the meeting, praised Bonds and her staff: "I just want to say how grateful I am to you and your staff for all the work that you've done through this committee and really grateful for the opportunity to work with you and very proud of what we were able to accomplish in the last council period." Another member similarly expressed appreciation and holiday greetings.

Bonds told members the committee expects to convene another hearing Dec. 20 with the Committee of the Whole on the proposed agreement between D.C. Public Schools and the Washington Teachers Union; she also said the committee may review other union agreements once negotiated or arbitrated. With that, Bonds moved the activity report for approval, members responded "Aye," and Bonds announced that the ayes had it. The markup concluded and the committee adjourned at 3:50 p.m.

The approved activity report lists budget enhancements and bills referred to and moved by the committee during Council Period 25 and includes staff acknowledgments. The committee plans follow‑up hearings as collective bargaining agreements and other matters are finalized.
