City staff told the council the project was rebid after an earlier low bidder withdrew amid questions about a MoDOT-mandated disadvantaged business enterprise (DBE) goal. Staff recommended taking the base bid plus two alternates to reconstruct the entire taxi-lane area rather than a partial rebuild. Packet materials placed the total project estimate at roughly $1.394 million; staff said grant funding would reimburse the majority of costs, with the local share expected to be a fraction of the total under an approximately 90/10 grant/city funding split.
Council discussion ranged from the effects of rebidding on price competition to whether the city would need to increase local funding. Staff noted a maximum consulting payout figure for the supplemental engineering agreement in the packet (about $137,000) and emphasized that final start dates and activity remain subject to MoDOT approval. Council approved both resolutions on roll call votes.
Staff indicated the construction is expected to be a springtime project, with an approximate six-month construction window once contracts are signed and external approvals completed.
The approvals authorize the city administrator and city clerk to execute agreements, and the council recorded the motions and subsequent unanimous votes in the meeting minutes.
