Boonville council approves paving payments, appropriations and suspends open-container rules for downtown event

The Boonville City Council on Aug. 19 approved multiple fiscal and event actions, including payments to a paving contractor, an appropriation ordinance covering payroll and accounts, and a temporary suspension of the citys open-container prohibition for a downtown special event.

On the consent agenda the council approved pay request No. 2 to Capital Paving for $248,456.52 and change order No. 2 for $14,353.45 related to 2024 roadway improvements. Councillors noted that Main Street paving work was scheduled to be completed that evening.

The council also passed an ordinance appropriating $517,252.88 for salaries and various accounts, with a line-item breakdown read into the record (general fund $212,557.65; waterworks $63,695.86; wastewater $61,449.88; tourism $25,415.98; parks and other accounts listed in the ordinance). The ordinance was read for second time and passed.

Separately, the council considered and approved a resolution suspending Booneville City Code article 6 section 14-90 to permit the consumption and possession of open containers in a defined downtown area for events taking place on Sept. 28, from 12 p.m. to 12 a.m., as described in exhibit A. Amber read the resolution aloud during the meeting. Council members said the suspension does not affect laws on public intoxication or driving under the influence.

During reports, the street and sanitation committee said staff will move forward with final design on water and sewer work for five streets (4th, 6th, Poplar, Reams and South). Staff indicated roughly $1,600,000 is allocated this year for water and sewer line work and that full street rebuilds will be phased over multiple years; final design is expected to be completed so bids can be issued in January.

A resident had asked earlier about dashed centerlines on Santa Fe and Sombard; the council said staff would follow up on the striping determination under miscellaneous.
