Booneville council approves $318,375.48 appropriation, pension changes and homecoming street closure

The Booneville City Council voted Sept. 16 to approve an ordinance appropriating $318,375.48 to cover salaries and accounts and moved forward on other routine items, including changes to the local employees’ retirement plan and a school parade street closure.
The appropriation ordinance was read in full (first/second reading language noted) and includes $148,971.61 for the general fund; $22,597.29 for sanitation; $82,895.61 for waterworks; $23,552.72 for wastewater; $9,619.61 for tourism; $17,852.13 for gaming; and $9,327.79 for parks and water, with capital projects and several named funds showing $0.00. A motion to approve the ordinance was made from the dais and seconded; the council then recorded a roll-call vote with each present member voting "Yes" and the chair declared the motion passed.
On unfinished business the council approved the second reading of bill 2024-014 electing changes under the Missouri Local Government Employees Retirement System (referred to in the meeting as the "Loggers"). Councilors discussed funding posture for the pension plan and the possibility of making a lump-sum payment to reduce unfunded liabilities; staff reported the plan was near fully funded and could absorb the change.
Under new business the council introduced and reviewed site-plan matters (Boone Point Plat 3, 512 Investments at 1290 Locust St., and the Hubert Fiber Ward final site plan at 1545 E. Morgan St.). Planning & Zoning reported it had reviewed and approved those plans and copies will be placed with meeting records. The council also approved a homecoming parade/ street-closure request from the school district (standard permit, motion moved and seconded; roll call in favor).
All votes reported during the meeting recorded affirmative responses from the members present; the meeting transcript records each roll-call "Yes" for voting items. The council had no consent items and concluded reports from staff before adjourning.
