Committee releases bills letting service recipients pause telecom, cable and internet contracts after long-term care admission

The Consumer Affairs Committee released Assembly Bill 2334 and Senate Bill 684 as amended, a pair of measures that let service recipients pause or cancel telecommunications, cable-television and internet contracts after being admitted to a long-term care facility.
Clerk Katie read the committee amendments: a provider must permit a pause on admission and not charge the recipient under the contract for a minimum of 90 days; if the recipient remains admitted after 90 days, the provider may cancel the contract without additional fees. The committee removed prior requirements that a recipient give 45 days’ advance notice or present a physician’s order or plan of care, and the bills now require providers to offer a standardized pause/cancellation form.
Jim McCracken of LeadingAge New Jersey and Delaware was listed in the record as supporting the bills. A committee member suggested the bills provide an online form that service recipients or facilities can submit to streamline the process; the sponsor agreed to follow up on technical details.
The committee voted to amend and release the bills; roll call recorded yes votes from Assemblywoman Fantasia, Assemblywoman Hall, Assemblywoman McCoy, Vice Chair Quijano (transcript spellings vary), and Chairman Samson. The bills were released as amended.
