The Boonville City Council on Sept. 3 approved Resolution R2024‑13 authorizing an agreement with Hydrovac of Missouri LLC to excavate remaining lead service lines within city limits and to approve change order No. 1 to expand excavation work.
City staff member Kate described the scope as excavation only: the city already completed historical research and record review, and the contractor will excavate and return data to staff for inventory and reporting. Kate said the city received $200,000 from the state to complete the survey and that the bid came in with additional excavation tasks added via the change order so the grant funds could be fully used.
Council discussed a potential conflict of interest raised by a councilmember who said one of the losing bidders now works for them and indicated they might abstain. Staff and members clarified that an abstention would still leave a quorum and that the city sought to use the full state grant rather than leave work undone.
After discussion the council proceeded to a roll‑call vote and approved the resolution. The resolution cites compliance with the city purchasing code (section 2‑20) and directs city administrators to execute the agreement and change order.
Staff said residents affected by excavation will receive notifications, including door hangers.
