Booneville council approves roadway pay request, appropriates $523,551.96, buys maintenance building and grants demolition extension

The Booneville City Council on July 15 approved several routine and project actions, including payments for 2024 roadway work, an appropriation ordinance totaling $523,551.96, the purchase of a maintenance/health building, and an extension for a property demolition.

Council approved the consent agenda, which included Pay Request No. 1 to Capital Paving for the 2024 Roadway Improvements project and Change Order No. 1. During discussion council asked whether a $40,000 contingency built into the project could be applied to the change order; city staff (Scott) said the contingency exists and may be used toward a final quantity change order, but recommended holding it until the end of the project. The pay request and change order were approved by roll call.

The council passed an ordinance appropriating $523,551.96 for allowed salaries and accounts. The ordinance’s breakdown, read into the record by staff, lists General Fund $338,207.48; Sanitation $44,522.35; CIP tax $63,576.41; Water Works $31,571.84; Wastewater $29,128.54; Tourism $8,277.16; Gaming $7,624.22; and Water Parks $643.96. Staff explained the higher general-fund total primarily reflected payroll timing (including July 4 holiday payroll, FICA and Medicare items) and seasonal payroll for pool and part‑time employees.

Council approved purchase of a prefabricated maintenance/health building from Martin Metals (presented as a Mark Middle LLC purchase). Staff described the structure as approximately 40 by 60 feet and said it would replace a leaking, inadequate building to provide dry storage and restroom access for crews. The street department will prepare the pad and the contractor will be scheduled once the quote is signed.

The council also granted a property-owner request to extend the demolition/completion deadline for the structure at 818 6th Street to Sept. 1 because of rain delays and safety concerns. A councilmember moved to extend the deadline and the motion passed by roll call; council members emphasized this would be the second extension and several said they would not support further extensions.

What’s next: staff said the roadway project will proceed with contingency handling as recommended, the new maintenance building will be scheduled after site-prep, and the September deadline will be monitored for compliance. More detailed project accounting and contract documents will be provided by staff on request.
