Boonville council approves appropriation, Top Dog site plan and college lease

The Boonville City Council on July 1 approved three ordinance items and recorded roll-call votes.
An ordinance appropriating $695,717.35 to cover salaries and accounts was approved after a second reading. The ordinance listed fund allocations including $248,206.85 for the General Fund, $132,639.45 for Waterworks and $156,744.79 for Gaming. Council moved and approved the appropriation by roll call.
On second reading the council approved Bill 2024-10, adopting the final site plan for Top Dog LLC at 213 East Ashley Road. The motion passed after one member (Yoder) abstained; the remaining members voted yes on the roll call.
Council also approved Bill 2023-11, authorizing a lease agreement with State Fair Community College to operate programs at Science Hall on the Kemper campus. Council discussed the college's long-standing presence in Boonville since 2003, the five-year term with an automatic five-year renewal and the way enrollment figures are counted (sometimes by credit hours rather than head count). The motion to approve the lease passed by unanimous roll call.
The council's packet showed the appropriation and both ordinances were on the agenda for second readings; the formal change orders and contract adjustments for other projects were discussed separately and will return to future meeting agendas.
