The Los Angeles City Council on Dec. 13 approved a recommendation to set a uniform nightly rate for adult temporary shelter beds, after a sustained debate about budgetary consequences and program oversight.
Council members described prior rate guidance that varied by site size and service level, with previously considered ranges between roughly $40–$119 per night. Supporters argued a flat rate of $80 per night would stabilize providers and prevent closures. "If we do not move, we risk sites closing and more people living on the street," one sponsor said during debate. Opponents said the change would use up constrained city funds and remove flexibility for the remainder of the fiscal year.
Councilmember Mónica Rodríguez and others pressed for more program-level data and clearer reporting requirements; members discussed monitoring, management and the capacity of providers to deliver weekly case management instead of monthly check-ins.
After the discussion the clerk called the roll. The transcript records: "Trece votos a favor, uno en contra," with Member Rodríguez recorded as the dissenting vote. The measure was therefore adopted as presented in the council chamber.
Council members flagged the trade-offs: approving a higher rate would likely require drawing down state and local earmarked dollars and leave less flexibility to add new beds or projects within the current fiscal year; supporters said the trade-off could avert immediate provider exits and potential increases in unsheltered populations.
The council directed departments and committee staff to continue oversight work and to provide further program-level reporting on costs, utilization and outcomes in committee sessions.
