Committee on Transportation and the Environment unanimously confirms two DC Water board nominees

The Committee on Transportation and the Environment voted unanimously on Dec. 18 to confirm two mayoral nominees to the District of Columbia Water and Sewer Authority Board of Directors.
Chair Charles Allen moved to approve the reports and prints for PR25-995 (Jed Ross) and PR25-1023 (Dr. Unique Morris Hughes) with leave for staff to make technical and conforming edits; the three members present voted "aye." Allen said he was "impressed with both candidates" during prior roundtable testimony and recommended en bloc confirmation.
Jed Ross was described by Chair Allen as an alternate DC Water board member since 2018 who has served in multiple district roles related to risk management and legal matters. Allen said Ross currently serves as the District's chief risk officer and director of the Office of Risk Management and previously worked in the Department of Human Resources and the Office of the Attorney General, where he handled matters involving DC Water.
Dr. Unique Morris Hughes was introduced as a longtime district official who, since 2018, has led the Department of Employment Services (DOES), overseeing roughly 900 employees and programs including unemployment insurance, paid family leave and workforce training. Allen noted her prior roles at the Office of the State Superintendent of Education and at Septima Clark Public Charter School, and cited her academic credentials in leadership and business.
If confirmed, both nominees will fill the remainder of four-year terms that end Sept. 12, 2027. Chair Allen said the nominations were introduced at the mayor's request and had been discussed at a committee roundtable on Dec. 11.
The committee recorded the confirmations and moved on to the committee's activity report.
Votes recorded: PR25-995 (Jed Ross) and PR25-1023 (Dr. Unique Morris Hughes) approved en bloc, outcome: approved (unanimous).
