Lawmakers, staff and former speakers pay tribute to Representative Stephen J. Shurtleff

Legislators, staff and former House leaders used the committee’s final moments to pay tribute to Representative Stephen J. Shurtleff, who is stepping away from the House after two decades of service.

Speaker Sharon Packard read a formal declaration recognizing Shurtleff’s 20 years in the House, noting he served as majority leader, minority leader and speaker, and praised his work for veterans. "His legacy of hard work, dedicated leadership, and bipartisanship will endure," Packard said as she presented a plaque and a painting made by a local artist.

Colleagues recounted personal stories. Former Speaker Sean Jasper and others described Shurtleff as someone who put the legislature’s interests above politics, providing support and counsel across party lines. Representative Sean Jasper said Shurtleff "put politics well below what he saw...as best for the New Hampshire legislature," noting his efforts to rally caucuses and treat colleagues fairly.

Members and staff emphasized his mentorship and steady presence: staff described him as consistently courteous and supportive over many years, and members recalled how Shurtleff guided newer lawmakers through committee procedures and decorum. Several presenters noted his work on veterans’ funding and his advocacy for accessible care and benefits.

The committee concluded the testimonial sequence with photographs, refreshments and brief phone calls with colleagues who could not attend in person. The chair closed the session and moved to adjourn, thanking committee staff and members for their work during the term.
