Clallam County approves multiple contract amendments and procurement actions, including Water Trust extension and Axon agreements

Health contract amendment (2a): staff introduced consolidated contract amendment No. 21 with the State Department of Health that reduces funding for COVID vaccine work in the county’s consolidated contract. County staff and an online health representative said the dollar amount was not previously budgeted locally; the meeting referenced a decrease (transcript phrasing: "$347,155" as read during the meeting packet). Kevin (county health staff, online) explained other funding mechanisms had offset the covered services. The board approved the amendment by unanimous voice vote.
Dungeness off‑channel reservoir (2d): the board approved Amendment 3 with Washington Water Trust extending the contract deadline to June 30, 2025 to allow completion of remaining deliverables; staff said the change did not alter the contract’s dollar amount.
Bolen/Volman Beach filtration plant (2e): the board approved a date extension for Bassett Northwest to complete design and construction of a filtration plant for the county‑managed Bolen/Volman Beach water system; staff said the design was submitted to the Washington State Office of Drinking Water on July 19, 2024 and the amendment does not change contract funding.
Axon contracts (2f, 2g): the board approved two contracts with Axon Enterprise, Inc. The first covers replacement and upgrade of TASER devices used by patrol and corrections deputies (staff cited manufacturer phase‑out of batteries and cartridges for older models). The second expands digital‑evidence ingestion and storage so Axon and non‑Axon video and other files are stored and shared across criminal justice partners. Both motions passed unanimously.
Old Olympic Highway resurfacing (3a): public works reported a single bid from Lakeside Industries Inc. for $854,970. The board moved to remand the bid to Public Works for evaluation and recommendation; that motion passed unanimously.
Budget revision notice (4a): staff presented notice of a resolution to consider a $4,200 revision in the American Rescue Plan Act (ARPA) fund to shift unspent capital from a wireless network project to fully fund a vehicle gurney previously approved; the board noticed the revision for adoption on Dec. 31.
All contract and procurement votes at the Dec. 17 meeting were passed by voice vote with no recorded dissents. County staff said additional implementation steps and contract management will proceed through the responsible departments.
What’s next: Public Works will review the Lakeside bid and return recommendations; staff will process amendments and continue coordination with state agencies for the filtration plant and water‑project work. The Office of the Prosecuting Attorney or outside counsel will advise on statutory options related to an unrelated personnel corner issue at a subsequent work session.
