"It would be incumbent on you to look for, you know, to see what's out there," Montgomery said, arguing the committee should consider fresh bids before extending the contract.
Other members pushed back, saying the renewal language was part of an existing multi‑year contract that allows annual extensions and that the appropriate procurement steps were followed. Supporters described the current legislative counsel as experienced and suited to the role; one member said the office had provided continuity and effective legal support. The exchange included several sharp comments and personal accusations before the chair reasserted order.
After discussion, a motion to approve the contract renewal was made, seconded and carried by voice vote. Committee leaders directed staff to ensure future renewal materials and any supporting contract documents are distributed earlier in the meeting packet so members can review them ahead of the meeting.
The vote keeps the existing legislative counsel arrangement in place for the next year; the committee did not direct an RFP at the meeting.
