Committee members approved an amendment and then carried establishment of Capital Project No. 161 for the Carroll Senior Center during committee sessions on Dec. 16, 2024.
Speaker 1 introduced the item and moved an amendment to pull ARPA funds previously projected for the senior center into the project only after staff confirmed those funds would be encumbered through a purchase order or contract. Speaker 6 explained that an ARPA funding resolution alone is not sufficient to obligate the funds; the county must encumber funds via a purchase order or a contract to meet federal/state requirements. The amendment was seconded and carried by voice vote; the capital project was established as amended.
Staff described the basis for the cost estimate: the town provided a preliminary site plan and Canterskill (the engineering/consultant name as stated in the meeting) prepared initial cost estimates; Hatterfield was asked to update preliminary engineering estimates for necessary infrastructure improvements such as sewer and water connections. Staff said the engineering and design, when completed and bid, will produce the final project cost. A timeframe “typically 12–14 months, if not longer” was cited for the typical design/regulatory/bidding process; staff noted that some similar projects have taken up to three years depending on regulatory approvals.
Why it matters: Establishing CP #161 and clarifying the funding path allows the county to move from preliminary planning to contracted work and bidding. Requiring ARPA funds to be encumbered via contract/purchase order reflects standard grant and procurement controls.
