County hires NJ Engineering for water-tank design and eyes state infrastructure grant

Columbia County has retained NJ Engineering to design a new water storage tank and to complete an updated hydraulic study of the county—s system, staff reported.
The county is considering placing the tank on airport property—s side hill and will pay for the design work using ARCO monies. Staff said the new state county infrastructure program has set aside $58,000,000 statewide for county infrastructure projects; a county application tied to economic development or housing of fewer than 10 units could receive up to $500,000, while an application tied to housing of 10 or more units could receive up to $1,000,000.
Staff discussed whether to pair the county—s application with the Amador project (a private development that has conducted hydrant flow tests and is completing due diligence). Because Amador has not yet filed applications with the planning board and the timing is uncertain, staff said they are reluctant to tie the county tank application to Amador and would rather pursue funding specifically for the tank design and construction.
No final grant application was filed during the meeting; staff said they would evaluate options and proceed with a county-led application for the tank if the timing of other projects does not align.
