Clinton County Legislature approves dozens of routine resolutions, authorizations and personnel actions

The Clinton County Legislature spent much of its Dec. 11 meeting considering a large package of routine resolutions that committees had recommended following recent meetings.
Among the items approved were contract authorizations for information technology and emergency services, grant acceptances for energy and Brownfield opportunity programs, procurement and bid awards for highway and county needs, and multiple personnel backfills and reclassifications across several departments. Committee chairs reported that the resolutions had been reviewed and recommended for the legislative agenda.
Examples of approved measures recorded during the meeting include: - Resolution 1023: full value equalization rate for 2025 taxes (motion and approval on the floor); - Resolution 1049: contract authorization with Twin State Technologies for IT services (approved by roll call); - Resolution 1052: lease extension with Representative Elise Stefanik (motioned and carried); - Resolution 1079: contract with Tyler Technologies for the Sheriff's Department (approved); - Multiple resolution series in the 1030–1099 range that authorized social services contracts, youth bureau applications, election grant acceptances and Brownfield grant memoranda.
Personnel actions included approvals to backfill permanent full‑time positions across the sheriff's office, social services, treasurer's office, nursing home and highway department; several reclassifications and new appointments were also adopted.
During the roll calls and voice votes, members answered affirmatively to place the committee‑recommended items on the agenda and then voted to approve them. The clerk read the titles of each resolution before motions and votes.
Several procurement awards for the highway department were approved for 2025 and 2026, including material testing and environmental inspection contracts and equipment rental services. The legislature also authorized appropriations and revenue adjustments for specific grant programs, including Homeland Security and a domestic terrorism prevention grant.
After finishing the package of resolutions the legislature approved a motion to enter an executive session to discuss a personnel/contract matter.
