Legislature approves appointments, grants, airport funding applications and personnel changes

- Appointment of Thomas A. Carl to Legislative District 4 (Resolution 335-24); the body welcomed the new legislator.
- Block motion and approval of Resolutions 336-24 through 340-24 confirming multiple appointments and reappointments to local boards (South and Center Chautauqua Lake Sewer District Board; Fire Advisory Board; Board of Health; Planning Board; Agricultural and Farmland Protection Board).
- Approval of appropriation and project resolutions including use of South and Center Chautauqua Lake Sewer District contingency funds for a district extension plan (341-24), an amendment to the 2024 budget to purchase an additional asphalt hot-box trailer using ARPA funds (342-24), and authorization of a lease agreement with the City of Jamestown for Health Department office space (343-24).
- Authorization to publish public hearings and enter lease agreements for airport terminal space (344-24 and 345-24) and authorization to submit federal and state aid applications for the Dunkirk and Jamestown airport 5-year capital improvement plans (ACIP) for FY2025–2029 (346-24 and 347-24). The ACIP authorizations carried; the transcript records a single "nay" vote on each of 346-24 and 347-24 but does not provide full tallies.
- Acceptance of multiple state and federal grants (Emergency Management Performance Grant, State Homeland Security Program, BJA opioid/stimulant/substance-use program, Operation Stone Garden, and related resolutions 350–355) and other routine administrative resolutions.
- Personnel and budget actions: Resolution 365-24 reallocated salary grades for probation staff (including Spanish-speaking probation officer trainee and senior probation officer); the clerk recorded 19 yes votes on roll call and the resolution was adopted.
