Cayuga County Legislature OKs ARPA transfers for Phillips Road, bridge and park projects

Cayuga County legislators voted to dedicate American Rescue Plan Act (ARPA) funds to local infrastructure projects and park revitalization during a December session.
Bridal Soper, who presented the measure identified as PPW3, said the county has $14,873,990 in ARPA allocations and moved to transfer about $1,200,000 in restricted ARPA funds to accounts for Phillips Road reconstruction and bridge projects. "The American Rescue Plan is allocated from this county in order to help us recover COVID-19," the presenter said while reading the resolution. The measure instructs county purchasing policy and requires chair signature on contracts.
The legislature approved BPW6, which authorizes continued use of ARPA funds for Emerson Park revitalization, and TBW5, a professional-services authorization to complete design and construction documents for entrance and drop-off improvements at Bean Park and Emerson Park. Doug, who presented the park items, told legislators the professional-services money is from the 2024 budget and the design authorization is capped at $69,000.
Multiple legislators noted a hard deadline for restricted ARPA funds. One legislator observed that the county must commit remaining restricted funds by Dec. 31 or risk losing eligibility: "This is the action that has to be taken by the end of this year to dedicate whatever remaining in those restricted funds," a legislator said during discussion.
All ARPA-related resolutions were moved, seconded and carried on voice votes. The resolutions instruct departments to follow county contracting rules, advertise or solicit bids where required, and transfer remaining highway reserve funds if project costs exceed the ARPA transfers.
Next steps include completing required procurement steps for design and construction contracts and moving construction money into next year’s budget following completion of design work. The resolutions require subsequent contract approvals by the legislature and signature of the chair.
