House adopts rules, creates housing committee and elects constitutional officers

CONCORD, N.H. — On Dec. 4 the New Hampshire House adopted a set of organizational resolutions that included the creation of a new standing committee on housing and a split of the education committee into separate funding and policy/administration committees.
Representative Steven Smith sponsored the floor amendment creating the housing committee and the education-committee split, saying the changes would "serve the public" and create room for more members to serve on education-related work. The House adopted the amendment and then the rules package by voice vote.
The House also approved a resolution that recordings of sessions be used by the clerk to confirm and correct the permanent journal; it adopted a distribution and fee policy for legislative publications, authorized the speaker to employ personnel in accordance with RSA 17-E:5, and set members’ salary and mileage payment timing.
During a joint convention with the Senate, Senator Birdsall nominated David M. Scanlon for secretary of state; nominations were closed and Scanlon was declared elected for the 2025–2026 biennium. Representative Ken Wyler nominated Monica Mazzapelli for state treasurer; following the convention procedure she was declared reelected and addressed the joint body, thanking colleagues and recognizing her staff.
The organizational session concluded with announcements about county delegations and recognition of students selected for the U.S. Senate Youth Program.
