Ways & Means approves reclassification of two police bureau positions

The Brentwood Ways & Means committee on Oct. 16 voted unanimously to reclassify two positions in the police department’s detective bureau, formalizing four detective slots and upgrading pay grades for those roles.
Police staff explained the requested reclassifications apply to the school resource officer (held by Officer Hobby) and the retail officer (currently Jamie Clark). The department said those roles have expanded beyond traditional duties: the SRO now handles juvenile investigations and court liaison work, while the retail officer performs investigations across retail corridors and responds to incidents that frequently involve repeat offenders and co-occurring substance or mental-health issues.
Under the approved plan, the positions would be classified at a higher pay grade (grade 17) and filled through application and interview; assignments would typically last four years before a rotation back to uniform duties. Staff told the committee the cost of the reclassifications has been accounted for in FY24 and can be absorbed in the FY25 budget, and that a budget amendment will follow during the normal budget process.
Aldermen asked whether the item should have gone first to the Public Safety Committee. Staff said the measure is part of the budget process and would be included in the proposed budget presented to the full board; Ways & Means approved forwarding the reclassification as part of the budget packet. The motion passed on a roll-call vote with Chairwoman Sims, Alderman Gold, Alderman Theiss and Alderman Erger recorded as voting yes.
Next steps: staff will incorporate the reclassification into budget documents and, if needed, present it again to the Public Safety Committee prior to final board action.
