School leaders discuss MBTA Communities Act, enrollment forecasts and capacity planning

Adam Freiberg (Dist. 4), who requested the agenda item, said the committee needs clearer information on current capacity pinch points and how even small increases in student numbers could affect school operations and busing. He urged the district to quantify where "pain points" exist now so the committee and public can understand risks.
Dr. Bob Tremblay said the Massachusetts School Building Authority (MSBA) included MBTA Act effects in its enrollment forecasting for the district's Hemingway project and that MSBA's demographers have been part of recent enrollment work. Tremblay and Lincoln Lynch said the district uses a yield algorithm (0.15 in current analysis) and that actual student yield depends on unit mix (studios, one- and two-bedroom units). Tremblay noted developers' proposals vary and the district has sought to be at the table as planning and mitigation discussions proceed.
Committee members discussed examples from other MetroWest communities where developer mitigation agreements provided funding to schools if student yield exceeded certain thresholds. Members asked administration to provide a school-by-school breakdown of current enrollment, building capacity/occupancy metrics, and updated projections so the committee and the public can evaluate scenarios and potential mitigation strategies.
Dr. Tremblay said the district can work with its demographer and with city planning to produce occupancy and capacity numbers and that Lincoln Lynch is a standing participant in project review discussions.
