Aldermen raised concerns about an unattractive 55-gallon drum used as a public trash receptacle at the High School and White street corner. Public Works staff said the city currently empties several metal drums on a schedule and described the operational reasons they remain in service: metal drums with drain holes resist wind, are emptied with a truck tipper, and are inexpensive when refurbished.
Staff proposed a lockable-frame solution that houses a smaller Rubbermaid insert so only items that fit through the restricted opening are deposited; the frame can be locked and removed for emptying. Speaker 9 moved to replace the one receptacle at White and High School with an attractive, lidded can similar to those used by the parks department and suggested trialing one of the existing laser-cut cans from another site to evaluate performance. Committee discussion emphasized balancing aesthetics with durability and budget; the group left final implementation and funding allocation to staff to develop a recommendation.
