APC staff reports administrative TIP reallocations, Sagamore Parkway Trail funding and FY2025 obligations

Doug (APC staff) explained three minor TIP modifications: two parts of a Tippecanoe County project on old US‑231 near McCutcheon High School received reallocated federal funds assigned to construction engineering and construction (an 80/20 federal/local match), and a separate reallocation moved $171,063 in residual federal funds into two phases of the Sagamore Parkway Trail (construction engineering and preliminary engineering). He characterized these as administrative modifications that do not rise to full TIP amendments.
On the status of FY2025 federal funds, Doug said the most recent obligation report arrived from central office too late to include in meeting materials; it does show obligation for Bridge 527 but did not yet reflect the Morehouse Road project because of a delay in central‑office purchase order posting. Staff expect the Morehouse Road obligation to appear on the next report and said they are monitoring residual federal funds and have plans to allocate them.
Doug also walked through the 18‑month letting list, noting two state projects scheduled for the next INDOT bid letting (traffic signal visibility improvements and raised pavement marking refurbishing), the SR‑225 pavement rehabilitation pushed to a May letting because few contractors perform that work, and a South Ninth Street project listed for Jan. 14, 2026.
