PUAB hears AMI update; members ask staff to consider an analog opt-out

Utility staff updated the Public Utility Advisory Board on the Advanced Metering Infrastructure (AMI) project and the planned procurement timeline.
Unidentified Speaker 5 said the city has identified a technology project team to review and refresh a previously issued RFP and expects a January timeframe to reissue the RFP so vendors can provide proposals. The technology team will evaluate hardware, network architecture and software interfaces, and a later RFQ/procurement phase will follow when pricing and solution choices are better understood. Speaker 5 said funding decisions—whether to bond, use reserves, and how to split costs among electric, water and sewer utilities—will be decided after staff have firm pricing and payback projections.
During discussion, Unidentified Speaker 3 asked that staff include, while vetting vendors, consideration of companies that allow an "analog opt out" so customers who want to retain analog meters could do so. Speaker 5 said the current project team focuses on technical solutioning while finance will address the dollars later; staff also noted prior cost-split percentages will serve as a starting point but will be revised as necessary.
